UA (and WN) at 12 was at the lower end for major domestic carriers.

WN is now the least strigent -- especially since a 5 year could travel with a 12 year old and aviod the UCM requirements.
16 seems too high, and twelve seems too low (except for future FT spawn
).
I can see 12 on WN because they basically fly point-to-point, and as a company they aren't so greedy on the fees.
