Another point to this thread that I had missed last time around. It it technically illegal to drive on a foreign driver's license in Indonesia without an IDP. When the cops get bored, they like to enforce this rule with spot fines.
From past conversations on an expat forum, I recall that even these aren't legal in Indonesia. Don't tell that to the cops, though.
I know Bali police have issued some sort of tourist license for motorbikes in the past.
