Only USA-based airlines (and QF in Aussie) offer pay-for-access and consider their lounge programs to be a revenue stream. The overseas airlines do not expect to gain additional direct revenue from their lounges. So, it would not be in those overseas carriers' interests to have a "reciprocal" policy of the type you describe.
Air Canada does a dual tiered thing. They sell access, but they also let their *Gs (E 50, E 75 and SE 100) in gratis.
