I've never encountered a true 5 star for $200; they usually start at $500.
But HK hotels are quite good and a 3-4 star here is quite acceptable....but keep in mind rooms will be smaller.
You're best bet is to use agoda or tripadvisor and found something near an MRT station. As an example, The Park Lane in CWB is right in heart of shopping and next to MRT.....I've seen their standard rooms for $200 at times, without breakfast.
