anchovies & herring are salt water fish.
I think you are referring to smelt.
I've only seem them netted along the shores of Lake Michigan.
In Northern Ontario the annual smelt run is a sign of spring. During my youth we would go to any local river and dip net for smelts. They are fantastic. Remove the head and guts, dip in batter and pan fry in butter.
