Non-green car seats are available without reservations but green cars are all reserved seating.

If you prefer to avoid reservations and hop on trains at the spur of the moment, why are you even considering the green car? Regular car seating on Japanese shinkansens is very comfortable. I've never seen the need for the green car - and I am 6'4". Save your money and get a regular JR Rail Pass.
