That's incorrect. TSA fees (AY) are now a fixed $5.60 per direction regardless of the number of segments (used to be $2.50 per segment with a max of $5.00 one way). The additional $8.50 is for the $4.00 US segment tax (ZP) and a passenger facility charge (PFC) of $4.50 (XF) for adding the JFK hop. The PFC charges varies with airports, but most are $4.50 (the maximum).
