It's very easy, in my opinion.
1. Go to united.com
2. Click on "Travel Information"
3. Click on Baggage Informaion -> Checked Baggage
4. Read the page. Discover that there is an expandable section labeled "Oversized, overweight and extra baggage". Expand that
5. Discover that it says in plain English that charges will be added together.
Of course, nowadays no one really wants to read anything beyond 140 chars anymore.
As for those asking for a waiver because it was "only" 1.5 lbs over... Just imagine that the actual threshold is 68.5 lbs and UA offers a courtesy exception up to 70 lbs.
