The site should give rate details when you book. At least it does when I book directly on the Hilton site. And when I use Concur for work it gives me a pop-up I have to acknowledge with the rate information before I can continue. But it is probably like End User License Agreements when you install software, how many people actually read it before clicking on I agree.
