They were more active with SARS and MERS than with swine flu or Ebola. Other than that, the health checks have been mostly just a matter of letting people self-identify if they have issues. Most passengers who've flown from Europe to DEL via ET/ADD don't seem to have been asked for such a vaccination proof from what little I have observed.
