Yes you can SDC from nonstop to 1 stop. What you can't do is the opposite, SDC from a 1 stop to nonstop flight.

The fare doesn't matter, you only need available first class inventory on the flights you want. And correct you cannot change your airport. Co-terminal SDC privilege is only for DM.
