Have you ever tried to put in an American signature-only card in those machines? Just because they require a PIN for you doesn't meant that they won't work with properly-configured C+S cards (with no CVM in the right place, etc.)
I'm afraid it's the same for me. Even though other locations don't require authentication. Most likely the Australian kiosks insist on PIN in the CVM.
