Except that isn't a UA lounge access rule making that be the case. Ever try using SQ's lounge at SFO on a domestic itinerary with your UA *G card?
There are also many more *G lounges out there. From my own experience, OWE gets you *zero* lounge access when traveling within China.
Once again, that is not a UA lounge access rule.
