This is technically incorrect. Terminology is important here. IRROPS means that the traveling carrier (i.e., AC in your case) is experiencing a WX or MECH delay (or cancellation). It is obliged to reaccommodate you regardless of award space availability. You don't contact UA in this case, and if you did, UA would likely push you back to AC.

In the flat tire situation that you experienced, AC cannot (doesn't have to?) reaccommodate you. It was up to UA to find new award space availability, or for you to purchase a new ticket with $.
