I found Avis PC to be dramatically better for upgrades and general recognition than Hertz PC. The Hertz upgrades seem to be few and far between, and the lower-end Hertz cars seem to be far worse than what exists in the Avis fleet. With Hertz, I don't feel like I'm treated much differently than I was with just plain Gold.
