Not anymore. At YYZ T1, your checked baggage will be taken at the check-in desk now, and you go through security before going through US pre-clearance. The US CBP officer will scan your boarding pass and ask you to confirm a photo your luggage on screen. This also occurs for Global Entry and NEXUS members after using the kiosks.
