Allow me to use this to launch into a problem I've had with another federal agency for some time: The mandatory Department of Agriculture inspections for checked luggage returning to the mainland US from Hawaii.

Apparently, there are some very nasty agricultural pests, parasites, or other bad things that are present in Hawaii but not on the mainland. As a result, the Dept of Agriculture screens all hand-carried and checked baggage from Hawaii to the mainland US to make sure that you don't have agricultural products with you. This is separate from and in addition to the aviation security checks that are done.

All this is fine, except for the inspection sticker they place on your checked baggage. They insist on placing it around the handle, and once removed, it leaves a sticky residue that is nearly impossible to remove.

Surely they could come up with a better system than this if they wanted to. But it seems they just don't care about such things.
