It depends on the passport. US passports don't come already signed - there is a line to sign them once you receive it. Others the signature is embedded as part of the passport.

Germany requires a signed passport for entry, even if the passport is typically valid without a signature (there is a thread on the LH board about someone denied boarding on an otherwise valid Syrian passport because of this issue).
