I do think that response is a little over the top, after all she could eat before she gets on the plane and take food to eat on the plane.
As a traveler diagnosed with celiac disease over twenty years ago I have typically had decent experiences in business class when it comes to gluten-free meals (I've also had some "interesting" experiences but never a vegan meal presented to me -- there is always a meat or fish protein). If your mom is flying via Dublin, I have had good experiences on Aer Lingus (though to and from the US not Canada). I document all of my gluten-free premium cabin meals on my (non-commercial) site in my signature below.

It is strange that they are serving her a vegan meal as it could contain gluten -- unless Air Canada vegan meals are also gluten-free. I would push them for a non-canned response as to why she keeps getting vegan meals. Most of us who choose a GF meal do so for health reasons so Air Canada should be able to give a better response.

Has she had better experiences on other airlines ex-YYZ?
