The queue area is actually under the control of the air carriers/Airport. The ticket checkers are hired by them. It is the responsibility of the ticket checkers to steer the selectees to the correct lane. The reason the WTMD Screener double checks the boarding passes is to ensure that selectees do not go into the wrong lane. If a selectee isn't secondary screened and gets on the plane and the air carrier agent discovers this when doing their boarding pass check, the passengers could be deplaned and all re-screened or just the selectee but there will be a delay.
Isn't it worth a few seconds annoyance then the whole flight be delayed.
