None
Airlines have no control over weather. And will not off load other passengers for your friend. And other airlines will have the same problem. Contacting UA in USA may(may not) have more success. Does your friend have status? Is he/she on a first/business class fare ($$$ talks)
Look what your friends travel insurance policy has on delays
