But they were with a parent/guardian/or someone who is 21 and up.
There was an incident years ago where an underage kid got so wasted that they didn't let him on the flight. So they had to review their policy. Before that, they'd let you in no problem. I remember as I wasn't allowed in the lounge either before I hit 21. So I was given a voucher as well.
