Those who provide information on the same entry card are subject to the total amount of 10K without declaring the additional amount. Failure to declare is a big deal. Note that the US has a similar regulation. It would seem reasonable to have people fill out separate cards if you want to have each one have a limit maximized. The multiple member card is for people traveling as a group but it does not say it is required to be done on one card.
