There are folks who can't buy J, but can buy W/PE. There are folks who will benefit from potentially better upgrade odds PE --> J, than the odds Y-->J.
Miles based upgrade policies for Y to PE haven't been published. There those who might benefit from what might be a smaller amount of miles required to upgrade Y-->PE, than Y-->J.
There are those (like me!) who view the introduction of an additional class - an additional option for consumers - as an overall positive, in spite of the reduction in SWU value. (I'm more bothered by the 8 to 4 change, than by the presumed PE change).
There are other benefits to EXP besides upgrades, that some place a higher value on than upgrades.
