Canada probably has slightly different rules, but for flights to/from the USA, it seems to be a security rule that you cannot check a bag before four hours before the originally scheduled departure time, not counting flight delays or later rebookings due to IROPs. It's a bit crazy when passengers are told to arrive at the airport more than three hours in advance for international flights.
