Because you do already a loss of 1% just after the ebay fee if you buy a $100 Costco gas card for $100 and sell it for $110 at ebay. Any other fee will make it a bigger loss.

People pay more for a Costco Cash Card (not for other Giftcards from Costco) since they don't need to buy a Costco membership this way. And if they pay the majority with cash the $100 card lasts a long time. If you use it for gas, and depending on the area and the gas prices around it, it can pay off quickly.

MGF is usually Mastercard Gift Card
