IMHO small claims court will get you more than CTA. Nothing like forcing a bunch of people from all three airlines to respond and perhaps show up or represent in small claims. They will do a cost analysis on time required plus possible outcome and will come to the conclusion that it is cheaper to settle. They will otherwise have a fine old time trying to finger point in front of a court when they all know the judgement will favor you based on the facts presented.
