Fare inventory is generally hierarchical. In the case of T0 L0 K0 G0 N9, it is likely there is no filed fare for N9 so it will not be a purchasable fare and this display is just an artifact. This does seem to be an anomaly of N, have never seen V0 W1, and would not worry about. There may be some internal system issue causing the odd N display.
