In that case, I suspect that if you had decided to leave the airport, and you had bought an extra item of clothing to keep you warm during the day, there would have been a decent chance of BA paying for that. But as you chose not to do that, personally I can't see that this situation is any different from any other situation where you get to your destination and the bag is not there. I doubt that BA will pay any compensation for your disappointment in not going into London for the day, when it was not impossible for you to do so; it was simply your choice not to do so.
