If they have to "look busy" they can clean the restrooms.

Otherwise, I would prefer that they waited for something constructive to do like wand people who failed the WTMD for the second time or help with line organization, or got some training, or whatever.

Harassing passengers is not something I want them doing at any time; I'd rather my tax/fee dollars were wasted on idle workers than on harassing workers.

If there's nothing else to do for long periods of time other than harass or idle, then there's at least one employee too many.
