This can be avoided - when talking to your TA, explain that you must have a published rate that does not indicate a restriction on points. If we get a FHR request, we are clear with our FHR counterpoint that the rate must not be opaque, prepaid or bulk - the result might be a higher cost to the customer, which they would then weigh against the points/credit vs a possible lower rate option.
As a SPG preferred agent, we also have our own Luxury Benefits SET that we book directly and provides comparable rates and benefits to FHR and other programs without the points/stay credit risk.
