SFO has the mindset that this is the priority of who matters:
1. SE in international J (does not exist in SFO)

As such, they treat SE better than domestic J.

I think we all have to just accept the fact that after such a long time after its implementation, the zone boarding efficiency and quality has reached its highest y where m=0.
This is as good as it gets.
