I think the operative word in their promo is
'up' to 4 LTE speed. So it will differ depending on location and local partner network.....

Just got off the phone with a second support person (Carlos in TX) who said to turn off "Automatic Network" in the phone's settings if you aren't connected to a partnered network. Movistar is not partnered, but both Vodafone and Orsnge are. I switched to Orange and now have LTE.
