Perhaps you might be thinking of Ryanair, who clearly announce the number of bags they will be loading?
Standard Easy boarding procedure as I observe it is to board as many bags as possible and only when the aircraft is obviously full (variable number of bags) do they stop letting bags on. They then sometimes have to take some bags out of the cabin and put them in the hold so there can be some scrambling for space near take-off. Although I must admit I'm never in this situation, I board early with Easyjet Plus and my carry-on bag is half the maximum size.
Overall, though, carry on baggage is much better managed by Easyjet ground staff than BA ground staff. It probably helps that infrequent flyers tend not to act entitled and frequent flyers have been thoroughly trained by Easy by now, while BA frequent flyers often haven't
