Only product they still have is the data only SIM without any phone numbers at all. This seems to leave China Unicom as the sole provider of cross border dual number SIM cards (and those don't work on LTE yet).
Unless I'm missing something, the link you provided pertains only to pre-paid SIMs. One of my friends successfully purchased a cross border China Mobile SIM in HK just two weeks ago, and while post paid, the contract is month-to-month.
With respect to not offering pre-paid, my experience with China Mobile roaming suggests that there is a lag time between which calls are placed and billed that can result in a substantial negative balance if you make a lot of phone calls.
