Anyone know why CMHK has suspended all sales of their dual number cross border SIM cards as of 2016-04-28? http://www.hk.chinamobile.com/en/cor...epaid-sim.html

Only product they still have is the data only SIM without any phone numbers at all. This seems to leave China Unicom as the sole provider of cross border dual number SIM cards (and those don't work on LTE yet).
