The Mayor needs to get rid of the Taxi strong hold and let Uber in. If you're a tourist you typically take a taxi or walk. The taxi's are horrible to deal with and they know they're the only option. Think of all the service industry locals that could uber on the side and turn around spending that money in the Keys. I would be much more inclined to not drive my car around key west when I go down if there was Uber - but with taxi's I always drive my own car.
Let uber pedicabs come in, the island isn't that large and the majority of tourist want to be in/near Mallory square to Duval St corridor. If it were uber there would be no need for cash transactions which is what dissuades a lot of people from using them and negotiating their fare.
Some of the larger hotels in this area have private parking garages for "guests only" that are never full.
Pedestrians cause a ton of traffic issues, tourist crossing streets, not obeying walk signs. Build pedestrian bridges. Configure stop lights for better traffic flow. Enforce jay walking by police.
Require all hotels with over x amount of rooms to operate multiple island shuttles 24/7. Boat shuttles for going around the island.
Incentives for using existing parking garages.
