Yes, but it is probably not be feasible at many airports. For instance, vehicle checks could happen far away from the terminal easily at IAD along its miles-long access road with no or little impact on surrounding road infrastructure.
But this would not be feasible at all at DCA which has a very small access road; backups due to vehicle checks will have immediate significant impact on major interstate highway systems.
