To start with, most balance transfers, even with a special offer, have a fee (usually 2-4% of the amount). There are two costs to a balance transfer - the initial fee and then the APR. The APR is often 0% as a special offer, but it's extremely rare to get 0% fee and 0% APR (except on some new account offers).
