One time I saw a lot of EVA passengers collecting luggage from carousel 1, so yes that might be true (I've only observed this once, while I was collecting luggage from a domestic flight at carousel 2). They all seemed to be exiting from a subway further down the terminal, which I assume is from the train.
These are just my observations, take them with a few pinches of salt.
