The only way I can see the tiers becoming more 'exclusive' is to raise the thresholds and limit member numbers that way. I think Bronze is very generous, and arguably unnecessary, but it's there and I think 600TP would not be an unreasonable threshold. Silver could go to 1200TP and Gold start at 1800/2000TP. There will always be travellers who attain tiers very efficiently so you'll never lose all the TP runners no matter what you do
