The point is, all those costs together are simply the cost of doing business, they should be included in the rates together with the profit margin.

Anything else is a false advertising, and in a properly regulated market it shouldn't be legal.
But they do show you the rates - if I go to Kayak, the prices I see are the totals. If I go to Hertz.com, the price I see is the total.

So long as the total is provided upfront, I don't see a problem with them itemizing the taxes. They do it to highlight just how high those taxes are - for low $/day rentals at ORD, for example, they can be half of the total cost.
