You are correct many of the ac agents at lga are in the running for useless agent of the year award. However I wouldn't give up by trying again when the shifts change.

Try calling again, any ac agent can touch an ac ticket. Especially during irrops. . If there are backlogs ac is quite good at putting a wide body on that route to clear. Otherwise I would recommend your friend to find a spot on the bench near the cafe to nap if they are spending the night. New ac agents should show up by 4am at the airport which would be a good time to get rebooked and not have to wait in line. Agree tweeting to air canada for help can be helpful. Good luck
