Istanbul isn't an issue for a woman alone.

In the city, you see all types of dress, from fully covered up (usually people coming from eastern villages) to fashionable miniskirts with high heeled sandals, although some sophisticated and well educated young Turkish women do choose to wear headscarves. Out of respect, I wouldn't wear anything extremely revealing as you might want make an unplanned visit to some historic mosque.
