The official policy on locked luggage is this:

If your luggage is locked, the TSA will break the locks if they feel the need to inspect your checked bag, unless you are checking in at an airport where the checked bag inspection is in the lobby where you can watch. At those airports, you may lock your bag once the inspection is complete.
