Whether or not it was valid in Syria under local law we do not know.
.... which leads you to the conclusion that Syria issues passports in Syria which do not comply with Syrian law but are good for travel anywhere but Germany? Don't you think the assumption that they issued a valid passport is the more reasonable one?
And than there is a Syrian without a passport following our requirements trying to board a flight to Germany.....

Given that the same administration that let it gazillions of badly documented Syrians upholds rules that serve no purpose or security enhancement is ... welll hypocritical would be a euphemism.
