Yep, you're right, I was just pointing out that TSA screeners aren't the only ones empowered to do searches/inspections without probable cause. In reality the restrictions placed upon civilian police forces are the exception rather the the norm in respect to other government enforcement and regulatory agencies that are enforcing specialized legislation.
