I saw this yesterday. There is not enough room under the seat and not allowed to store in an empty row. The passenger's small rollaboard was taken by the flight attendant and placed in front of seat 1C until boarding completed and then handed outside to be stowed in the hold.
Interesting! I'm intrigued to see what will happen on my flight (still just over a month away). I will try to remember to report back
