From my recent experience:
Must be after midnight. I had called at 11:55pm for a 6am flight and was quoted a large price but told that it would be free if I called back 5 minutes later.

Also... if you have already checked in online you will need to talk to someone by phone to get the change made. They had to call someone in their internal support department to check me out (or whatever unchecking someone in is called) of the original flight before the change could be made.
