They probably do it for the same reason they make you wear your seatbelt during these phases of flight. A lot is happening to the aircraft as it transitions up or down through busy airspace and the crew needs you to be fairly alert and secure incase something happens. There are also some residual concerns about electronic interference during these phases of flight (where navigation and communications precision is more important), not to mention electronic devices make good projectiles during harsh manoeuvering.
